In the spring of 1998, Mason Barnes relocates to Harbor City alongside his sister, hoping to build a stable life. After he strikes his supervisor rather than endure the humiliation, he loses his job, but Joseph Langley offers a hand up. Mason starts by selling drinks on the street with lottery tickets thrown in as freebies, then moves on to running a convenience store and cashing in on slot machines. Along the way he forms a bond with the influential Victor King, while temptations and tangled relationships test how far he will go to climb from nothing.
