The kid’s dad is Mr.Evil Dragon

Ivy, an innocent maiden, is chosen by the church to become the Bride of the Dragon, only to learn the honor is a cover for handing her over to the Duke. She escapes in the night and, in the middle of a violent sea storm, finds the wounded dragon Rex, and soon she is raising their half-dragon son, Elian. Five years later the church seizes her and subjects her to torture, yet she refuses to bend. Sensing his own bloodline calling to her, Rex sets out to rescue her from their captors.
